Air emission inventories for smaller cities in ASEAN region: findings and sensitivities

Abstract

As part of the project “Clean Air for Smaller Cities in the Association of Southeast Asian Nations (ASEAN) Region”, implemented by the German International Cooperation agency (GIZ), inventories of local air pollutants and carbon dioxide emissions were carried out in ten cities from six Southeast Asian countries. The objectives of this paper are to share the experience gained by the project teams and to discuss the sensitivity of the results and conclusions to the methodology and input parameters.

The work undertaken for the emission inventories (EIs) and the results obtained are presented first, including the total emissions of each pollutant, the share of the different source groups and types, as well as derived indicators such as emissions per capita. In the context of the project, the EI results were used to inform the development of a set of recommended actions and policies referred to as a Clean Air Plan. The second part of the article looks at how these recommendations are dependent on choices made by the project teams, and on the uncertainty in other input parameters. Suggestions for improvements on EIs in developing countries are then made based on this analysis.
